It's "Im tiefen Keller" by Ludwig Fischer. Perhaps used as insert in Ippolitov-Ivanov's opera?

This is clearly based on 'Im Tiefen Keller' by Fischer, sung apparently by more Russian than German basses. K. D. Zaporozhets made a well-known Columbia of it in the 1920s, and this one was famous in Britain

I can't imagine that song sung by more Russians than Germans, as almost every German bass recorded it.
