Indeed it is - 3 sing. from "реять". This word means "to soar" or "to flutter", although it is rather bookish now.

Both are the words in Russian:

Редеет - something is getting thinner, smaller.
Реет - something is gracefully flying (usually large bird or even banner, but never clouds). See: http://www.ilibrary.ru/text/1493/p.1/index.html

There is typo on the label.
