The composer is un known
I made a giant work about this song. (Over 50 texsts, in over 30 languages, over the whole world, until nowadays).
My conclusion: The composer is un known. This melody was well known all over Russia at the second decade of thv 20th century and several people, in different places, wrote lyrics to it.
