Early style.
This shows the effect of ten years of isolation from Western popular music. It's like the music of the First World War before jazz.

It seems that this tradition lasted even longer in USSR for Soviet brass-bands continued playing (and composers continued writing) music of this style at least up to late 1940s.

I don't mean the deliberate taste for old styles. I know for instance that the English pre-1914 dance music composer Archibald Joyce was enormously popular into the LP era in the USSR when he was completely forgotten here in Britain. And brass bands in every country play their own repertoire, which often or usually dates back to times when brass bands were most popular.

But this seemed to me a different case. Or are you saying that this style was still recorded in the late 40s even after you had Tsfasman and the other 30s and 40s dance bands doing wonderful things?

Yes, I mean that the repertoire of Soviet brass-bands included not only some old dances, but also modern ones, composed in the same style. The latter were usually composed by march composers and brass-band conductors, e.g. S.Tchernetsky, F.Nikolayevsky, V.Runov, V.Agapkin, N.Ivanov-Radkevich.
